Which cruise lines allow topless sunbathing

Not every question about clothing on a cruise ship is a question about nude cruises.

Plenty of people don't want an eleven-night naturist charter with two thousand strangers. They want a normal holiday where they can sunbathe without a bikini top. That's a much smaller ask and a much shorter list of ships.

The short answer

Among the major lines, three permit topless sunbathing:

Virgin Voyages

The most straightforward option for anyone sailing from a US port.

Virgin's ships are adults-only, 18 and over, which removes the main reason other lines banned topless sunbathing in the first place. Their sun deck on Deck 17, called The Perch, is where it's permitted.

Worth being precise about the limit: Virgin allows topless. It does not allow full nudity in public areas. That line is firm, and getting it wrong is the sort of thing that ends a holiday early.

Virgin is not a nude cruise line and doesn't market itself as one. It's a mainstream adults-only cruise that happens to have a topless-friendly deck, which for a lot of people is exactly the right amount.


Celestyal and Costa

Both are European operators with a more relaxed continental attitude to the whole question, which is really the explanation for all three.

Celestyal sails the Greek islands and eastern Mediterranean. Costa runs broader European itineraries. Both permit topless sunbathing in designated areas.

If you're already sailing in Europe, check the specific ship. Policies vary by vessel and by itinerary more than the headline suggests.


Why everyone else banned it

Mainstream cruise lines carry families. A ship with a kids' club and a water slide has to set rules for the most conservative passenger aboard, and topless sunbathing on a family pool deck was never going to survive that.

It's not moral disapproval so much as an operations problem. Virgin solved it by not carrying children at all. Celestyal and Costa solved it by sailing in waters where the practice is ordinary.

Which is also why the fully nude experience only exists as a charter: the operator buys the entire ship and sets its own rules for a week, with no other passengers to accommodate. That's how the Big Nude Boat works.


Is this what you actually want?

Worth thinking about honestly, because the three options are quite different holidays.

Topless on a mainstream line suits you if you want a conventional cruise with a bit more freedom, you're travelling with people who aren't interested in naturism, or you'd rather test the water than commit.

A naturist charter suits you if the appeal is the freedom itself — being unclothed as unremarkable rather than transgressive. It's explicitly non-sexual, and most first-timers say the self-consciousness fades within a day. The Big Nude Boat is the main one.
